NEIS Director Dave Kraft interviewed three individuals who have been in the thick of the fight to secure either a moratorium or ban on fracking in Illinois: Dr. William Rau, professor emeritus at Illinois State University, representing Illinois People’s Action & Fair Economy Illinois; Dr. Lora Chamberlain of FrackFree Illinois; and Georgia de la Garza, a southern Illinois resident on the frontline of the fracking controversy, representing Shawnee Hills and Hollers.
The Illinois Department of Natural Resources (IDNR) released its first edition draft rules in December, 2013 amid a hail of criticism for incompetence, generating over 20,000 public comments throughout the State. Five public hearings were held during the holiday season. IDNR will take these comments under advisement in preparing the second draft of the rules for comment. Opponents have been writing the legislature’s Joint Committee on Administrative Rules (JCAR), which will be reviewing the drafts, urging them to reject IDNR’s drafts and order them to begin a total re-write of the rules.
NEIS testified against the rules IDNR promulgated last year, citing a total lack of regulation of the radioactivity that fracking generates. NEIS has pointed this out to numerous state legislators in writing and in private conversation, urging them to revisit and correct this dangerous deficit with new legislation.
